Budgets


Each year, the City of Belen develops a budget for each of the various funds under its authority. The most commonly known fund is the General Fund, which includes the operational expenses for nearly all city departments. We also produce budgets for bond funds, special revenue funds and various enterprise funds, including our water, wastewater and solid waste, and Airport departments.

Budgets cover twelve months of operations on a fiscal year basis, beginning July 1 of each year and ending on June 30 of the following calendar year. The budget process typically begins in February prior to the start of the fiscal year. The City Manager, Finance Director and Department Directors together create a working budget that is reviewed in a Budget Workshop usually held in early April  with interim approval  by June 30th. Final Budgets are approved by July 31st after ending cash balances are verified. Budgets are created and approved in accordance with New Mexico Department of Finance and Administration rules and regulations.
