We have partnered with Paya for Citizen Utility online utility bill payment systems. With Paya, Payments Just Got Easier!
When you sign up for online bill payment, you set a unique password that you use to access your personal account at https://BelenNM.payacp.com. Every month we’ll send you a reminder e-mail to let you know when your bill is available online.
Then, just log in through your Web browser and view your bill, which will look like the paper statement you’re familiar with. Select a payment type — credit card, debit card, or electronic funds transfer — enter the information, and you’re done!
It’s that easy, and it only takes you a few minutes each month.
How to Make a Payment and/or Create an Account
You can make a one-time payment quickly, or create a Citizen Portal Account, where you can enroll in Auto-Pay, e-Billing or Text & Pay, and see your account history (previous bills and payments).
- Go to BelenNM.payacp.com.
- For a quick one-time payment, click on GUEST PAY and complete the instructions on the screen.
- To sign up for a Portal Account, click on Payment Portal, then SIGN UP (in the bottom right-hand corner).
- Follow the instructions on the screen. You will need the account number on your bill and a valid e-mail address to create an account. Once you’ve submitted your information, you will receive an e-mail verifying your account, click the verify button.
- Once your account has been created you can log in with your e-mail address and password 24/7 to view and pay your bills.

Will my existing username and password work on the new payment portal?
To be able to access all the features within Citizen Portal, citizens will need to create a new account using their account number and a valid email address. instructions on this process are provided above.
Does it cost anything to sign up for online bill payment?
It's free to sign up for online bill payment and there are no fees to pay your utility bills for the City of Belen.
What is Citizen Portal?
Citizen Portal is an online payment portal that we have partnered with for our utility bill payments. You access your account from this website, Paya Citizen Portal (payacp.com).
What payment choices do I have?
You can pay your utility bills with a credit or debit card, or through a checking or savings account. We also offer Auto-Pay and Text & Pay programs that use your preferred method of payment.
What information is available?
Account balance, bills and payments are available as well as the ability to enroll in Auto-Pay, e-Billing, and Text & Pay. Portal users can also see current billing address, phone number, and email address that are on file with the City.
Do I need to pay my bills from my computer?
Not at all. You can pay your bill from anywhere in the world! All you need is access to the Internet through a Web browser. You then log in to your account using your e-mail address and password. No need to worry about late payments if you’re out of town when your bill is due.
How do I know the payment went through?
After you complete the transaction, you will receive a Payment Confirmation on the next screen as well as a receipt emailed or texted, your preference.
Is my information safe?
Absolutely. All the transactions are handled on secure servers. As long as you don’t give out your password, only you will be able to access your account.
