David Carter, Councilor


Councilor David J. Carter was born and raised in Belen, graduating from Belen High School in 1973.  As he like to say, “He has returned to school for his second round of education”.  After spending 30 plus year in the Transportation Industry, he has returned to the Belen Schools and current works as the Director of Support Services overseeing many of the ancillaries that directly affect and encourage the education of our Students.

In his previous life, David held local and regional positions in both unionized and non-union Transportation Companies.  This experience has provided him a vast amount of leadership training that supports his efforts as a Director for the Schools and as a City Councilor.

David holds at B.S. degree from New Mexico State University and a MBA from the University of Phoenix, plus numerous certifications from other institutes of higher learning.

Councilor Carter was elected to the Belen City Council in 2012 and is current serving his second term after re-election in 2016.  In addition to his positions with the Belen Schools and the City, he owns and operates Transportation Consultants, a Safety and compliance platform directed towards the Transportation Industry.

With so much spare time on his hands, David also serves as the Board of Directors’ President of Celebrate Belen Team, a 501(c)3 who’s marquee event, presented in December, is “Follow the Star”, a celebration of the Birth of Christ.

With the exception of a few short years, David has lived most of his life in Belen.  He is married to the former, Cynthia Earwood (the girl next door) and together they raised three sons, Charles, Christopher and Carey, all graduates of Belen High School. 

David is and has always been an “Eagle” and is dedicated to the cultural and economic viability of Belen.  His vision is to grow Belen and ensure opportunities are available in our area for his seven grandchildren and all younger citizens of Belen.
